Bright yet cheap highlights - where can I get them?

For ages I have really wanted to apply some bright colours into my hair - to liven it up a bit. Although I do not want to have it highlighted at the hair-dressers because of the expense. I was wondering if anyone knew where to buy bright coloured...

highlights (e.g. blue) and how to apply them! Thankyou!

check this site out. in the US, you can buy this brand at hot topic, but you might have to order it where you are. manic panic is the brightest you can find, but beware, you will have to redye every couple weeks. I don't believe they make unnatural colors in permanent. the site shows what colors and how to dye. good luck.

I've heard that a highlighting kit called Color Rays works really good? never tried it myself but I hear it works great, I dont know where you would find it tho... uhm... walmart mabey?
