lots of people dont like shoping at walmart for some reason but I think its great when you dont feel like spending much money. Sometimes they have cute stuff. Thats one place I would suggest. or I don't know if you have one where ever you live but Ross always has really cute stuff for around 10-20 $.

I would say tjmaxx or even rue 2. ! hay even walmart has some cute dresses I was looking at them while I was there today...
