If you go to the bank to make a withdrawl are you allowed to take out only a certain amount of money?..

You're allowed to take it all out, but if the amount is larger than their physical reserve and you are wanting actual cash, they'll have to make arrangements to get it.

usually yes, if you want it in cash
theres a minimum of around $1000 or less you can take out in a day
if you want more youll need to talk to the people and get the papaerwork and stuff done
