start by asking your friends if they have any young siblings to babysit, and go around your neighborhood looking for little ones to babysit.

If you really want to babysit, get a course in babysitting from Red Cross or YWCA first then that will show potential customers (parents) that you have ability and training to do the job.
Since you are 13, you are going to need some sort of track record to show that you can safely do the job.
