well the fat can only be taken off by loosing it, sit-ups just strengthen the ab muscles not tone them or give you a six pack or anything. You have to have a bodyfat % lower then 10% usually to have them, and have a really flat stomach.

its your diet that needs to be changed do low carb high protien, no sugars, nothing greasey, and just try running everyday, all the eztra fat will drop off as it all tightens and tones up nicely.
Running is really hard on the body so start off slow but he is right. Carbs turn into fat and sugar is not a great thing that your body NEEDS. You still need carbs but like djwager said, 'low carb diet'. Losing weight is the only really way to get rid of belly fat which of course is the last place it wants to leave.
