Crunches, sit-ups, pull-ups, inclined sit-ups, plenty of cardio, push-ups, or any other type of exercise that is not stationary on a bench will work that area. Try to vary your exercises to hit all of the muscles. Genetics do play a role here as well. Some people just have to work harder for the same results. There really is no measure persay. However, if you feel sore in your gut from working out, then you are doing it right.
What you need to do, is eat slow burning carbs, like in oatmeal and high protine foods, plenty of meat. And from there; you need to do less muscularly challenging exorcises, and more endurence things... Slow stuff, like jogging and the sorts. EVERYONE HAS A SIX PACK, they just have fat, or tissue over the muscles, you just need to pronounce it, and lose that tissue.

I am 6ft tall and weight 188lbs and I want to get a 6pack. I am currently on the south beach diet and work out regularly. How much cardio do I need to do and how long will it take me to get a 6pack?
