No, you still are too young. To have a job like that you need schooling that, well you can't do yet because you are only 13.

Personaly I don't understand why none of these answers were not helpful but one when they basicly say the same thing but thats just me.

No you are too young. You have to finish all of the schooling you need first.

paying job? probably not.
You could volunteer and help with a campaign. Get your foot in the door and go from there.
