12 year old wanting lip pierced legal or no?

my friends little brother who is aged 12 wants to get his lip pierced for his 13th birthday.
I believe this is illegal in the state or oregon.

does anyone know the youngest age you can be in the state of oregon to get your lip pierced?

Tell him NOT to do it himself. It's best to get them done professionally. Have his parents or his legal guadian go with him. If the professional place says no, have him wait until he's older. It'll be much better and safer that way.

Wait till he's 16 or 18 to do it. Any age younger than 14 is way too young!

I want to get my lip pierced too, but right now im 13 and I was thinking of asking my parents if I could get it done when I turn 14..
